It is understandable that a Private Member’s Bill, howsoever consequential, tabled by an Opposition MLA whose party has only three members in the Legislature will never see day of the light. However, Waheed ur Rehman Parra’s attempt has initiated a debate that is important from the perspective of genuine desires for a fairly balanced, accessible and non discriminatory structure of administration where territorial boundaries are carved on the basis of needs and not political considerations. A demand for creation of four new districts in Jammu Division was there since 1970s which saw politically vibrant, mostly peaceful and sometime violent public movements over the decades. Since Ghulam Nabi Azad, as Chief Minister, wanted the Jammu region to take pride in his regional background, he also asserted that it was only he who could address this demand. He did in 2006 but by balancing out Kashmir with equal number of districts whether or not required at those places. This unnecessary balancing which leans more on the politics of the day than the merit cannot keep on going endlessly. Similarly, the carving out of new Assembly constituencies, not only in terms of numbers but also how population components were packaged, leaned more towards Jammu to address ‘historical sentiments’. Parra’s Bill seeks new Divisions and Districts at some places which deserve these units very genuinely but no one ever had the courage to raise demand, his list also carries names of some places which are there merely for political expediency. Nevertheless, in this age of every issue getting discussed, debated and critiqued on social media irrespective of whatever happens in Assembly, there is a good debate that is already going on. In my opinion, even a new Tehsil in ‘naya’ Jammu and Kashmir, leave aside Division and Districts, will probably see a practical shape only after the Ministry of Home Affairs sees a reason. What stand NC and BJP take in the Assembly will, unfortunately, not matter! For Omar Abdullah government to make a strong case, they should constitute a commission to investigate the demands and make well researched recommendations. @parawahid

The abrogation of #Articles_370 and #35A represents a significant breach of our historical and cultural legacy, executed for political expediency at the expense of our identity. The delimitation process further fragmented our state and deeply affected the people of Jammu and Kashmir.
