आज रक्षा-बंधन है, भाई-बहन का त्यौहार. मुझे मैथिली की एक लोक कथा याद आती है सामा-चकोवा। मैथिली में श्यामा-चकोवा का खेल भाई-बहन का खेल है जिसके कई पात्रों में से एक है चुगला। मतलब चुगलियाँ लगाने वाला। लेकिन इस चुगले का अंजाम होता है जल जाना।ख़त्म हो जाना। श्यामा-चकोवा के कई लोक-गीत हैं जो बताते हैं कि लड़कियाँ अपने छोटे भाइयों को खेलने के लिए संग ले जाती थीं। लेकिन हमेशा भाई-बहन की पटरी नहीं बैठती। भाई तगड़ा हुआ तो बहन की चीज़ें तोड़ देता था। बहन तगड़ी हुई तो भाई की ख़ूब मरम्मत कर देती थी।( राम इक़बाल 'राकेश' की किताब मैथिली लोकगीत विस्तार से जानने के लिए पढ़ सकते हैं) चुगला का करेक्टर बड़ा मज़ेदार है। आपकी ज़िंदगी के सूनेपन में थोड़ा ज़हर, थोड़ा रंग, थोड़ी हलचल तो होनी ही चाहिए चुगलों की फैलाई हुई। नहीं? वह भी तब जबकि उस चुगले का अंजाम तय हो! लेकिन उससे भी मज़ेदार है भाई-बहन की अंतहीन लड़ाइयाँ। दोस्तों से सिबलिंग्स की शिकायतें करना। दूर रहे तो मिस करना और पास रहे तो लड़-लड़ के सबका दिमाग़ ख़राब करना। चुगलों की लगाई लड़ाई तो सुलझ जाएगी। लेकिन ये लड़ाइयाँ प्रॉपर्टी को लेकर न हों। अगर आप भाई हैं तो सबसे पहले बहन के हक़ न मारने का वचन दीजिए। उसके सपनों और आज़ादी की राह में अड़चन न बनने का वचन दीजिए. उसके बड़े होते ही माँ-पिता का घर पराया महसूस नहीं कराएँगे यह वचन दीजिए। आप बहन हैं तो भाई के ज़िम्मे सब छोड़कर माता-पिता से पल्ला न झाड़िए। रक्षा का वचन दोनों एक दूसरे को दीजिए। एक दूसरे के लिए बिना शर्त खड़े रहने का वादा दीजिए। रीत नहीं बदलेंगे तो प्रीत नहीं निभेगी। #RakshaBandhan2023

We are quite surpised that many lawyers and law students still do not know about eSCR project by the Supreme Court. Some know about it but do not know how to use it. Supreme Court Reports (SCR) is a caselaw reporter like popular AIR, SCC etc. SCR is Supreme Court's official reporter unlike the latter which are private publications. SCR has published more than 35000 reportable judgments delivered by the Supreme Court along with headnotes (1950-2023). Recently, the Chief Justice of India launched a website through which one can freely access digital copies (pdf) of all these 35000+ judgments reported by SCR. This means that almost every important judgments delivered by the Supreme Court along with headnotes can be downloaded from eSCR.
