I don’t think the outcome of @marcorubio ’s 20-year assessment of an extremist Muslim cleric will end with them striking empty buildings and a few hundred launchers, only to then allow the cleric to regain power and come back to life. Rubio knows better than we do what a wounded cleric is capable of. Let's see what's going to happen.
