The car was in the wrong. This is entering into a business and not crossing an intersection. So a bycicle has every right to continue on the sidewalk and it is the responsibility of a vehicle to ensure he was not running into someone what on the sidewalk. That being said not slowing down for a vehicle crossing in front of you is really stupid and there is a high likelihood the bicyclist failed to walk across the street at the previous intersection which would could also give the bicyclist a citation.
