Today, at the Presidential Palace, I received @gidonsaar H.E. Mr. Gideon Sa’ar, Minister of Foreign Affairs of the State of Israel, and a high-level delegation on an official visit to the Republic of Somaliland, the first such visit by a foreign minister in 34 years after recognition. I conveyed my deep appreciation to the Government of Israel for its historic and courageous decision of 26 December 2025 to formally recognize the Republic of Somaliland. This milestone reflects a relationship founded on mutual respect and shared interests, aimed at cooperation and stability without prejudice to any party. I emphasized that this recognition opens a new chapter of formal diplomatic relations, security, economic, and development cooperation, serving the mutual interests of both nations and contributing positively to peace and stability in the Horn of Africa. I also reaffirmed that Somaliland is a reliable and responsible partner, strategically positioned and committed to advancing regional and international peace, security, and constructive engagement.

Diaspora Alert: Expose Mogadishu’s E-Visa Scam The so-called “e-visa” launched by the Mogadishu administration is a new form of digital extortion, an attempt to tax travellers heading to Somaliland, a country they neither govern nor control. The last time Hargeisa paid taxes to Mogadishu was in 1988. This scheme forces travellers to pay twice: once for an e-visa that is invalid in Somaliland, and again for a genuine Somaliland visa on arrival. Under global card network rules, this qualifies for a chargeback (refund) as a “service not provided.” After diaspora members began filing chargebacks, Mogadishu quietly added this warning to its website: “Payments … cannot be reversed or recovered through chargeback procedures … In the event of any chargeback … the applicant’s personal information, IP address, location data, and other relevant information will be utilized to file a criminal complaint with the appropriate authorities” (see screenshot). This notice violates Visa and Mastercard rules and breaches data-protection regulations in the EU, UK and US. It forbids refunds, threatens travellers, and misuses personal data, clear indicators of a fraudulent online operation. Any bank or payment processor handling these payments is in breach of compliance rules and could be terminated by Visa and Mastercard if chargeback rates rise. A few hundred disputes could bring this scheme down. What You Can Do · Do not buy the Mogadishu e-visa if you’re travelling to Somaliland. · If you already did, file a chargeback, your Hargeisa visa proves “service not delivered.” · Report the merchant and payment processor to your bank’s fraud team so they can add it to their watchlist

Mastercard and Visa should suspend acquiring for Merchant ETS MOGADISHU SO (PBS0008) The so-called “e-visa” operation bears the classic hallmarks of a fraudulent scheme. It misrepresents the nature of transactions, routes funds through private accounts and intimidates cardholders to suppress chargebacks. This risk pattern closely resembles Somalia’s 2013–2014 asset-recovery drive characterized by opaque contracting, politically connected intermediaries and offshore cash flows which ended in two central bank resignations and high-profile US litigation. Card networks and acquiring banks should act now to avoid a repeat. Why Visa and Mastercard should suspend 1. Material misrepresentation. Government visa or tax payments are being disguised and processed under the generic retail MCC 5399 (“general merchandise”), deceiving the networks and evading AML/CFT controls that apply to high-risk “government” fees. 2. Suspicious routing and beneficiaries. Proceeds are directed to entities and private accounts linked to politically exposed persons, presenting clear red flags under AML regulations and network standards. 3. Chargeback suppression through intimidation. Cardholders are threatened with “criminal complaints” if they dispute charges, an obvious breach of card-scheme rules protecting fair dispute rights and transparent merchant descriptors. See T&C etas.gov.so A familiar pattern 2013–2014 asset-recovery program: Somalia hired US law firm Shulman Rogers to reclaim pre-1991 state assets. Newly appointed Central Bank Governor Yussur Abrar resigned after just seven weeks, warning she was pressured to approve corrupt deals. UN Monitoring Group findings: The UN reported a scheme to divert a share of recovered funds, implicating senior officials and intermediaries. aljazeera.com/economy/2014/9… US litigation: A Shulman Rogers partner was indicted in 2020 over an alleged plan to seize control of Somali assets. justice.gov/archives/opa/p…? The “e-visa” scheme mirrors that fiasco’s risk profile. Continuing to acquire these transactions exposes networks and banks to fraud losses, AML/CFT failures, reputational damage, and potential regulatory action.
