Over the past 12 months, crypto markets have largely traded sideways. Despite increased institutional engagement—including spot crypto ETFs, regulated custody solutions, and the introduction of crypto indices—an equal-weight basket of the top 20 cryptocurrencies shows limited net progress and weakening momentum. One possible explanation lies in unresolved market-structure dynamics, notably MEV extraction and public mempool vulnerabilities, which continue to introduce friction for users and liquidity providers. Stable Protocol is in the process of developing PEMV (Protocol to End MEV), a proposal aimed at materially reducing MEV activity (estimated 60–70%), contingent on broad market adoption. Although the Stable Protocol chain is being designed with MEV resistance from inception, the objective is not to create a proprietary advantage. The focus is on contributing to a scalable, industry-level solution to a systemic issue.
