Beijing already has the power to arbitrarily punish foreign companies in China. So why bother formalizing this? Because it sends a signal: don’t do this. I wouldn’t be surprised if this rule was soon followed up by making an example out of a foreign firm. The thing is this may cause foreign firms to hesitate before moving supply chains out of China, but it will really cause foreign firms to think twice about investing in China in the first place going forward. As I’ve written about, foreign firms have been absolutely key to China’s development over the past few decades. The US blockade of Iran involves China's interests, as China is Iran's largest oil export destination. I believe the US intends to use this opportunity to pressure China to help urge Iran to reach an agreement, although this action is not specifically targeted at China. My personal guess is that China has been communicating with all parties, either through Pakistan or directly, to promote peace talks. The arrival of Abu Dhabi Crown Prince Khalid in China on Sunday likely focused primarily on the Middle East war. Currently, all parties are willing for China to exert more influence. I also believe the US currently lacks the leverage to provoke China in the Persian Gulf. The US media's collusion with the Pentagon to spread rumors that China is providing weapons to Iran is actually a preemptive measure to prevent China from doing so. China certainly will not provide weapons to either side in a conflict, but its influence is ubiquitous. If the US tries to use this severely stalled war to harm China's interests, I believe China has many cards in the hand to make the US suffer losses.

CHINA AND IRAN CAN WAIT OUT A BLOCKADE Iran has built a large offshore crude stockpile that could help it and Chinese buyers withstand a Strait of Hormuz disruption for weeks or months. Exports remain elevated at ~1.8–2.1M bpd, with most flows going to Chinese “teapot” refiners, leaving an estimated ~160M barrels of Iranian oil already at sea. The buffer gives Tehran leverage in its standoff with the U.S., despite efforts to pressure oil revenues through blockade threats.
