I instructed all our missions to international organizations to make full use of the multilateral toolbox in response to last night’s barbaric Russian missile attack on Kyiv. UN, OSCE, Council of Europe, and UNESCO should provide an adequate and strong response to the aggressor, which is attempting to compensate for the lack of military advances on the battlefield with terror against civilians. We immediately request an urgent UN Security Council meeting and a joint meeting of OSCE Forum for Security Co-operation and OSCE Permanent Council. Putin is trying to intimidate Ukraine by attacking civilians and destroying residential buildings, museums, schools, and critical infrastructure. He is also trying to intimidate the world by launching IRBMs against peaceful cities. All of this requires strong and coordinated action by the international community. We urge our partners to resolute multilateral actions aimed at deterring Russia and compelling it toward a comprehensive, just, and lasting peace.

We are protecting life here – in Ukraine, in Europe – and also supporting the protection of life in partner countries in the Middle East, the Gulf region, and the South Caucasus. Dangers must not prevail in any part of the world. We also remember our Ukrainian Crimea, from where Russia’s war against Ukraine began in 2014. And we are grateful to all those who do everything to support Ukraine and our people, who condemn the Russian occupation and help us bring people back from Russian captivity. We remember the Crimean political prisoners held by Russia and are working to bring them home to Ukraine. It is very important that the entire free world also does not forget those who are deprived of their freedom today. May this holiday strengthen all kind hearts. This week, I prepared a special letter addressed to the President of the United States and to Congress. And yesterday, the letter was officially delivered to the institutions in Washington. It is quite rare for the leader of another state to address both the President and Congress of the United States simultaneously with a letter. But the situation now requires action, swift and effective action. It is important that America hear Ukraine. We understand that much of the world’s attention is currently focused on the war in Iran. But the war here in Europe must also be brought to an end – a very bloody war that is already in its fifth year at full scale. The sooner we are able to provide greater protection against ballistic threats, the sooner we will be able to make diplomacy work. As long as Russia continues to rely on missiles, its interest in diplomacy is not real. We must correct this. And we can do so only together with America. Ukraine is grateful to America for all its support. And Ukraine will be even more grateful for a dignified peace and guaranteed security. All of this is possible – if there is sufficient determination.

Today, American Members of Congress Richard Blumenthal @SenBlumenthal and Jim Himes @jahimes are in Kyiv. It is an important visit during these difficult days after a massive attack. We are grateful to the United States, to the President, Congress for their strong bipartisan support, and to all Americans. We discussed further support for Ukraine, particularly in strengthening air defenses. We have a significant need for antiballistic missiles due to the constant Russian attacks. I sent a letter to the White House and the U.S. Congress outlining Ukraine’s needs for such missiles. And today, I also personally handed this letter to the congressmen. We are counting on timely support. I briefed the congressmen on the frontline situation and on our successful long-range sanctions. Our partners clearly see that Russia is suffering enormous losses. It is important to prevent any weakening of sanctions against the Russian Federation – we discussed this as well. We are also working with the American side on concluding a Drone Deal. Particular attention was given to the negotiation process. There must be no pause in diplomacy, and talks must be reinvigorated. The whole world needs peace.
