@thomasforth I think an under-reported aspect of clusters is the vibes effect. Never captured in Treasury business cases but the sense of being somewhere with momentum is very powerful (but perhaps unconscious) for many.

So if you shrink the international students who come to Teesside Uni, it’s not just those international numbers that fall. It’s also: - local students - public services - local industry - graduate labour market that is affected. You can’t separate them.

@IGMansfield @AnnaSophieGross Yeah, although: 1) I am interested in what UCAS “real tariff” data will reveal about who does what. 2) You’ll also have a problem with specialist institutions - ie conservatoires and Cranfield. 3) the marginal unis on that line - do they become “yo-yo” unis? Like West Brom?

Remarkably bad grace from a lot of Tory MPs today on the MAC review. The govt set the terms of reference. The govt set the timetable. The govt provided the data. If it comes back with answers to your questions that you don’t like, you don’t claim foul and shout at the ref.
