1). Bass’ numbers are abysmal for an incumbent Mayor - imminently beatable
2). Pratt has hit his ceiling

San Jose said “yes” to every project that came before the council. But our fees, which looked good on paper but were rarely collected, effectively told homebuilders “no.” When we reduced them, we unlocked 2,000 new homes. We need to do the same across the state — reduce high fees, slow approval processes, lawsuits, high construction costs, and more.
