Dubai Residents: Entry permits for newborn children stuck in India are currently being issued @Amer centres. Birth Certificate needs attestation from 🇮🇳 and 🇦🇪 and then translated to Arabic. Once entry permit issued you can fly back on Emirates. (AI not allowing as of now)
