You're right that guy's explanation is simply wrong on this particular case, what's actually happening our video anomalies this particular one is caused because Fox News used a filter applied to the video that was filming him he wasn't in the studio so they applied a filter to that and you can tell there's a mole that is not on his face that's in the original video, we have that too by the way. Tick tock type filters are what they use.
Not to mention when you film something off your TV with your cell phone camera you also get anomalies like this in this particular case I think it was a combination of both of those, it's hard to tell which one actually caused it because both things were happening.
