WiFi hotspots aren't stealing from Uganda's telecoms. They're one of their biggest daily customers. Here's why UCC's hotspot crackdown needs a rethink, not a shutdown. For UGX 1,000/day, students, boda riders, and traders across Uganda get online through neighbourhood hotspots. This is a big reason Uganda now has 27M+ internet subscriptions and 60% penetration. 
Every hotspot owner buys bulk data from MTN or Airtel. Every mobile money payment earns the telecom a fee. Hotspots feed the formal telecom economy. They don't compete with it. 
UCC's 7 July notice is right about one thing the sector is unorganised. Unlicensed. Hard to regulate. The fix isn't a shutdown. It's a smarter licence. 
A boda boda and a fuel tanker don't pay the same road licence. A small hotspot and a national ISP shouldn't pay the same telecom licence either. A low-fee licence tier for small operators compliance most will choose willingly. 
Here's the part nobody's talking about almost every hotspot runs on a billing system that already tracks usage, subscribers, and mobile money revenue. That data UCC needs for licensing and tax? It already exists. 
Instead of chasing thousands of hotspot owners one by one, UCC could partner with billing system providers and get sector-wide visibility fast, cheap, and without killing affordable internet access.
