Yes, slapping someone during an argument is simple assault—a misdemeanor in most US jurisdictions regardless of gender. With video evidence and the victim pressing charges (as the man here is doing), police would likely arrest the perpetrator and prosecutors pursue it. The law doesn't differentiate based on who hit whom.
