This is comparing completely different things.
Suez and Panama are man-made canals built, maintained and dredged at huge cost, so of course they charge transit fees.
The Strait of Hormuz is a natural international waterway, not owned by Iran alone (it’s shared with Oman), and under international law you generally can’t just start charging tolls for passage anyway.
So it’s not that Iran is “generously making it free” it’s that it’s not comparable in the first place.
