It’s not unprecedented. Revisit the Chretien caucus, 1993-2003, which included several unabashedly socially conservative and progressive Liberal MPs. It’s called big tent politics; thought your team was convinced the Liberal Party had become an ideologically left wing party, lol. #cdnpoli

Canada doesn’t lack the ability to build high speed rail, it lacks the ability to build it economically. Chinese firms have solved that problem. Domestically they build for $17–21 million per km. I’d be curious what that looks like in a Canadian context.
