MOFCOM on EU's new tool to deal with Chinese overcapacity: If the EU label trade surplus as "overcapacity", is there "overcapacity" in the cars, drugs, wine and cosmetics exported by the EU? We note that some countries are investigating the problem of "overcapacity" in the EU, and the EU should not adopt double standards in such a situation.
