The SUV gunned the gas. You can see the tires spinning. She then turned the tires towards the agent. There is no way he could have gotten safely out of the way in time because of the same ice that saved him, also made him slow.
The impact occurred at the officer's video at the 41 second mark.
Why didn't she just comply and step away from the vehicle, when asked? She put herself in the position she ended up in.
