Ofsted visited 50 schools. Found a gap between decoding accuracy and reading fluency. 25%+ of pupils enter secondary below expected reading standards. Despite having had secure phonics knowledge. This isn't a decoding problem. It's a fluency problem.

A lot of revision fails because it feels productive: rereading, highlighting, & copying notes. But familiarity is not evidence of learning.
