For those who have an issue with this scene, Zod's line "Never" is the answer to your issue. Zod was never going to stop trying to wipe out humanity. It wasn't just in that moment. Even if Superman locked him away somewhere, Zod would get out sooner or later and reap more destruction and mayhem.
