А чтобы в городах не образовывались гетто и тому подобное, чем пугает мэр, нужно правильное городское планирование, чтобы не было недоразвитых районов города, которые будут сильно дешевле других районов, которые и превратятся со временем в гетто. Если город развивается равномерно, то никаких гетто не будет.
