It actually makes a lot of sense, if you look at the incentives here then as a cheater you have a better chance to become a paid player,
The e-sports gambling industry has exploaded, rigged matches are very common and regulators have no way to catch up!
If they regulate a common licensed gambling site, people will play with virtual items in game instead.
Now consider how many underage kids are gambling, and multiply that with how many gamers there are in total in the world
3 billion per year is not a lot, that's less than 1 bucks per year per gamer
