They didn't need to mention this clause in the 22nd as it's already been mentioned in 12th. If he's ineligible to be elected P by the 22nd amendment then he is ineligible for VP by the 12th.

Also, what do students that end up in bathrooms, locker rooms etc. do when an intruder/shooter happens?

Students don't need their phones in school, even for emergencies. Contacting emergency services is the adult's job. Every single classroom has a classroom phone. Parents rushing to the school slows the response time of emergency personnel. There are protocols for reunification.
