This could be a result of 1 of 3 reasons; 1. The road’s hydrology design failed the 20-year flood event limits as the initial design was done in 2004. & the initial design assumptions overwhelmed by the effects of climate change. 2. Poor drainage maintenance which has resulted in clogging (siltation, garbage accumulation & vegetation growth). 3. Wetland encroachment along the bypass. Swamps of Lubigi, Nsooba, and Kyetinda, have been filled with soil, built on, or turned into settlements and makeshift farms.
