This week marks the beginning of a new school year in Afghanistan. But girls above the age 12 remain banned. They have now been out of school for more than 4 years.
The Taliban must end their discriminatory policies and allow girls to return to school.
#Kabul: Alleged Violations of International Humanitarian Law and War Crimes in Afghanistan’s Border Provinces
According to reports, Pakistani forces have fired heavy weaponry and indiscriminate mortar rounds into civilian-populated areas in the provinces along the so-called Durand Line, including Paktika, Khost, and Kunar. These attacks have directly targeted civilians and their homes.
Thus far, at least 17 civilians, including women and children have been injured in these assaults. The use of heavy weapons has compelled numerous families to flee their homes, heightening fears of an emerging humanitarian crisis in the region.
Psychological and material damage: Attacks on residential properties and agricultural lands have caused substantial financial losses to local communities and have spread widespread fear across the area. Under international human rights and humanitarian law, particularly the Four Geneva Conventions parties to an armed conflict are required to clearly distinguish between military and civilian targets. Indiscriminate or blind attacks on residential areas that endanger civilian lives constitute clear war crimes.
We call upon Pakistani forces to immediately cease attacks on civilian areas and to respect international law.
We urge the United Nations and international human rights organizations to investigate these violations and take appropriate action against those responsible.
Humanitarian organizations should provide urgent assistance to families displaced by the conflict or those whose members have been injured.
During times of conflict, the lives of innocent people especially women and children must be protected. Safeguarding human dignity and adhering to human rights principles is essential under all circumstances.

Kabul Institute condemns Pakistan’s continued shelling of civilian areas in Kunar province. In the past 24 hours alone, Pakistani forces fired 85 artillery shells across multiple districts, killing at least two civilians and wounding eight others. Residential areas across Nari, Sarkano, Shultan, Marawara, and the outskirts of Asadabad were struck, causing property damage and widespread panic among civilian communities. Firing 85 shells into residential areas is not a military operation.
It is collective punishment of a civilian population.
It is a violation of international humanitarian law.
And it must stop.

Several civilians including children, were killed and injured as a result of Pakistani shelling in Asadabad of Kunar late today. Despite the “temporary” ceasefire, Pakistani forces continue to carry out shelling in multiple areas across Kunar and Nuristan.
A Pakistani airstrike on a drug treatment center in Afghanistan on March 16 was an unlawful attack and a possible war crime.
