Statement by the International Human Rights Foundation (IHRF) The International Human Rights Foundation strongly condemns the reported bombardment by Pakistan of a rehabilitation hospital in Kabul, Afghanistan treating drug addicts, an attack that has reportedly killed a large number of vulnerable patients seeking medical care and recovery. Facilities dedicated to treatment, rehabilitation, and humanitarian care must never become targets in any conflict or security operation. Patients in such institutions are among the most vulnerable members of society — individuals who came seeking help, dignity, and a chance to rebuild their lives. We are deeply disturbed by reports that many of the victims were unarmed civilians undergoing treatment. The International Human Rights Foundation calls for: • An independent international investigation into this incident • Accountability for those responsible • Immediate measures to ensure the protection of medical and rehabilitation facilities Attacks on medical institutions violate the most basic principles of international humanitarian law and human rights norms. 🚨FOR IMMEDIATE RELEASE Statement by the International Human Rights Foundation (IHRF) Subject: Urgent Investigation Required into Deadly Shelling of Civilians in Khost Province KABUL/ISLAMABAD/GENEVA, 13 March 2026 — The International Human Rights Foundation (IHRF) condemns in the strongest possible terms an apparent artillery attack on civilian residences in Khost Province, Afghanistan, which occurred in the early hours of 12 March 2026. According to verified local sources, artillery shelling attributed to Pakistani military forces struck the Sadiq Gharab locality in the Alisher District at approximately 04:45 AM, killing three children and wounding at least six other civilians. The use of heavy ordnance against what reports indicate was a populated residential area raises grave concerns regarding adherence to international humanitarian law (IHL). The principle of distinction, a cornerstone of IHL, requires all parties to a conflict to strictly distinguish between civilian objects and military objectives. An attack that fails to discriminate between civilians and combatants, or that strikes a known civilian concentration, may constitute a war crime. This tragic incident is not isolated. IHRF has documented a disturbing pattern of cross-border shelling affecting Afghan border communities. Civilians in provinces including Paktia, Paktika, Khost, Nangarhar, and Kunar have endured repeated bombardments resulting in deaths, injuries, the destruction of homes, and the forced displacement of families fleeing the violence. “The killing of three children in their homes is an unconscionable tragedy and a stark reminder of the price civilians pay when the rules of war are ignored,” said Jaume d'Urgell, Director of the IHRF. “Indiscriminate shelling of populated areas is strictly prohibited. There must be a prompt, impartial, and transparent investigation into this attack, and those responsible must be held to account.” The IHRF calls upon all relevant parties, including the Governments of Pakistan and Afghanistan, to: 1. Immediately investigate the 12 March incident in Khost Province and all other instances of cross-border civilian harm. 2. Ensure accountability for any individuals or units found to have violated international humanitarian law. 3. Take immediate measures to protect civilian populations living in border regions, including halting the use of artillery and explosive weapons in populated areas. 4. Grant access to independent human rights organizations and fact-finding missions to document the impact on civilians and monitor the situation. The IHRF stands in solidarity with the families of the victims and all Afghan civilians who continue to endure the devastation of armed conflict. We urge the international community to prioritize the protection of civilians and to demand compliance with the laws of war.
