Even though the matter is not adversarial, the delay in moving forward cannot be seen lightly. ESM status for Disabled Cadets deserves closure. Non-adversarial does not mean non-urgent. What is causing this continued delay, especially when recommendation after recommendation indicates there is no intelligible differentia in excluding disabled officer cadets from the ESM framework?
