Reports indicate that officials are demanding NOCs from banks and declaring that individuals with existing loans or those classified as bank defaulters are ineligible for the scheme. This has caused distress among deserving beneficiaries who were expecting relief under PMAY. I urge the authorities to provide a clear clarification on these issues and ensure the scheme's smooth and fair implementation. Well-placed sources in Kupwara telling me that officers of the Rural Development Department have paid an amount of ₹6.5 crore on 28 March 2023 to the contractors without fully executing the allotted work of installation of 3,600 solar lights. They say most of the claimed and paid lights are not existing on the ground. RDD/DC Kupwara/Finance Department/ACB may please confirm or contradict.
