They are comparing against whatever they have had; there is never an absolute. It's like saying, " Oh, you can't compare Pasta/Pizza's taste unless you have that Italian one. Unironically, you'll probably have better pizza in Japan than you'd ever get in Italy.
And there are no "Original" ramen, there are so many variants with so many regions, it's just impossible to have this comparison lol.
