HR40 was introduced in 1989. HR40's purpose was simply to create a commission to STUDY and RECOMMEND reparations proposals for Black Americans. This bill has languished for 33 years without ever coming to the floor of the House of Representatives.

The #1 objection we always hear is “But reparations will explode the national debt!” Today we retire that excuse forever. America stopped caring about the national debt a long time ago. Proof: Right now, December 2025 → $38.4 TRILLION in debt January 2021 → $27.7 TRILLION January 2017 → $19.9 TRILLION That’s an extra $18.5 TRILLION in less than nine years — and nobody marched in the streets, nobody shut down the government over it, nobody called it “generational theft” when it was for corporate bailouts, endless wars, or tax cuts for the rich. The debt only becomes a crisis when descendants of the formerly enslaved (American Freedmen) are in line to get paid. We have monetary sovereignty. We print the world’s reserve currency. We just added trillions for pandemics, banks, and billionaires without breaking a sweat. The same country that can magically “find” $4 trillion overnight for whatever it actually values can damn sure find the money to close the racial wealth gap it created and maintained for 400 years. So let’s be crystal clear: The debt is not the problem. The priority has always been the problem.If America can run up $18+ trillion for everything except justice, then spare us the debt lectures. Consider also the selection bias of the immigrants with resources, support and assets to immigrate compared to the entirety of the Black Americans population. That’s sloppy at best.
