In 2001, the hate campaign against Besigye and our Task Force was relentless, with no lie too low to malign us. Museveni’s team aimed to belittle and dehumanize our candidate. During a Capital Gang talk show Museveni used a derogatory analogy against his former doctor, now political competitor saying in Luganda ‘Akabwa akasilu kabogolela enjovu’ Literally translated he described Kizza Besigye as a foolish small dog barking at an elephant. He also boasted about killing criminals who were fighting his regime in northern Uganda. I found the analogy and language offensive and called in to challenge Museveni’s belittling and threatening stance. His condescending response—“I didn’t get here by being a pacifist.” The exchange was played repeatedly on Capital Radio, inciting his supporters’ ire. One woman even suggested I be “roasted on a charcoal stove” for “abusing” the president. A particularly vile attack came when Museveni, speaking to an international journalist, claimed Besigye had HIV/AIDS and was unfit to govern. By then, I’d grown accustomed to the campaign’s lack of taboos, but the remark’s audacity was staggering. In a country ravaged by HIV/AIDS, with stigma rampant, this seeded doubts about Besigye’s viability, implying voters would back a “dying man.” I called Besigye, just before he started addressing a rally in Eastern Uganda, and asked for his comment. He responded matter-of-factly, noting he’d already addressed the issue. He suggested amending the Presidential Elections Act to require HIV testing for candidates if Museveni insisted on making it a campaign issue.
