I have always argued that Operations whether Ops Creation etc were never about assisting the poor with seedlings etc. The whole project was about and for seedlings suppliers and Deep State actors who selected the suppliers.

Why do you think it's @Mcashuganda owned by the wife of Sam Kuteesa, that's getting all the sumptuous contracts from @MAAIF_Uganda? By just the stroke of the pen @FrankTumwebazek awards madam Edith all these contracts without calling for bids, no competition. And this happens for all the contracts Mcash gets. Like you've said, these projects are just opportunities for the deep state to enrich itself and its people, they aren't intended to alleviate poverty.
