Regarding the perennial issue of paper leaks and various types of centre-level setting in the exams, the only ultimate solution I see is eliminating any type of private contract for conducting exams and building government-owned exam infrastructure from in-house paper printing capacity to dedicated big exam centres in each district with facilities for conducting pen-paper-based as well as computer-based exams and assigning clear responsibilities and fixing accountability at each level and at all stages of the exam process.

बांसुरी स्वराज जी बता रही हैं कि "दिपके जी" सरकार के वीवीआईपी मेहमान थे जिन्हें आम लोगों और राजनीतिक पार्टियों की तरह धरना प्रदर्शन के लिए परमिशन लेने के दिल्ली पुलिस के किसी आफिस नहीं जाना पड़ा था। "दिपके जी" जैसे ही दिल्ली एयरपोर्ट पर लैंड किए, दिल्ली पुलिस के अधिकारी एयरपोर्ट दौड़े-दौड़े गए और दिपके जी को परमिशन देकर आए कि आइए सर जंतर-मंतर पर मजमा लगाइए। जबकि दिपके जी ने परमिशन मांगी ही नहीं थी। संदेश साफ था कि हे दिपके जी रूपी तारणहार! कुकर में बहुत गैस बन गई है, आप कुकर की सीटी बनकर गैस निकालो। परमिशन शाम 5 बजे तक की थी, परंतु बांसुरी स्वराज बतातीं हैं कि दिपके जी से 21 दिन तक तमाशा कराया गया। पहले दिन जब सरकार ने दिपके जी को जंतर-मंतर पर स्थापित किया तो 100 लोग नहीं जुटे। इसलिए 21 दिन का विशेष एक्सटेंशन दिया गया। तब जाकर दिपके जी नेता बने और अब भस्मासुर बन कर ऑउट ऑफ कंट्रोल हैं। अब भीड़ में कौन-कौन है, किसी को नहीं पता। दिल्ली की सड़कों पर जो अराजकता है उसके लिए और कोई नहीं, मास्टरस्ट्रोक ही जिम्मेदार है।

सब अच्छा भला चल रहा था, भर्तियां निकल रही थीं नौकरी मिल रही थी, प्राइवेट सेक्टर भी चमक रहा था, शिक्षा व्यवस्था में भी विश्वसनीयता थी,तमाम कमियों के बावजूद कम से कम पत्रकारिता भी होती थी। फिर एक नॉन बायोलॉजिकल अवतार हुआ और देश रणक्षेत्र बन गया। एक एक कर सबका जीवन एक युद्ध बन गया।
