Separate teams. I'm sure they'll review. Trump is def the priority but it would have been against protocol for Vance's detail to go to Trump. Each admin has their own team. They'll do a review and look at the response times I'm sure. But there was never a call made to get Vance first. Each team had to react and Vance's was quicker. Simple as that. Teams have to react without coordination so they have their protocols and the simple explanation is that Vance's team noticed first.

That hotel is also where Reagan was shot. They made the security buffer so large precisely because of this. The secure room was closer to Vance, but there was still a secure route next to Trump. Optics and pageantry still matters at events and I'm sure there was a reason Trump wanted to sit there. He's not always the closest to a secure room, but he has the largest team, he is the priority for the agents, and I don't see that that broke down here. They swarmed him.
