Batman needs Gordon for more than just action. Gordon is the bridge. If Gordon does not exist, Batman must act accordingly. In a world where there is no bridge of honesty between Batman and the system. Batman therefore needs to find every way possible to ensure that happens. As he knows Gotham is bad not because Gotham is inherently bad, but because the system is weak. And weak men are in charge. Or rather. Hurt men. That clearly have not processed their insanities.
