How are the incidents selected for the VAR Review Show chosen? This has to be explained.

In the context of the game; if both of these tackles are fouls and a ball headed on to an arm is a penalty, how is this challenge on Raskin not a penalty? I think we know the answer. But the club just goes along with it.
