The only reason the cyclist followed him was to have an argument - the cyclist already had his number plate. With that said, the cyclist was near the middle of the road, with cameras facing both directions. That wasn’t for safety as he would have also been wearing a helmet. And there was space between the two as the driver passed. The cyclist was clearly trying to cause an issue, most likely for a payout.
