That entire statement makes zero sense. First, the law specifically treats abortion and miscarriages differently because (and you'll love this part), second, they ARE different. You cannot "treat" a miscarriage with abortion. Abortion is ending the pregnancy and with a miscarriage it has already ended. There is no "life threatening" baseline.

Then someone has cheated them or failed their paperwork. My son is a care home administrator in NorCal and if someone is only getting $1,200 monthly in CA and is responsible for their own food, there’s no way they get $24 unless something got fouled up somewhere. I’d do a deep dive on their files and assets if I were you. Someone messed up.

Ridiculous, there aren’t enough charities to meet the food needs of an ever increasing population living with poverty in a country with plenty of resources. Poverty kills!
