@MollyJongFast I worked for a while in a lab doing research in this area. If we don't study exotic viruses or man-made mutations, then when viruses mutate in the wild we'll be caught completely flat-footed. Imagine how bad COVID would have been if it took 5-10 years for a vaccine.

@RBReich Maybe yu missed this BOB. From the CBO. "Federal revenues are now up about $1.5 trillion, or roughly 40%, since the Trump tax cuts went into effect at the beginning of 2018. By comparison, the cuts were initially estimated to cost the government $1 trillion, according to the JCT.
