NHL Rule Proposal: If a player takes a penalty in OT with less times on the clock than the penalty he is assessed…. OPTION 1: The team on the power play gets the fully allotted PP time. OPTION 2: If game goes to shootout and penalty hasn’t expired, player CANT SHOOT IN SO.
