In my 30 years of covering news in Delaware, there has been a distinct trend away from transparency. Long gone are the days we could pick up a phone and talk to anyone in the AG's office, the medical examiner's office, or elsewhere. In my opinion, there are three things that would dramatically improve our ability to cover the news, but they must be done legislatively. First, pass a law that allows journalists access to autopsy reports in all circumstances. Second, allow access to settlement amounts and information in lawsuits involving all government entities. And third, allow access to all closed investigative reports. Many states give journalists this information, but not Delaware. It would be a great start. On the federal level, HIPAA and FERPA laws need total revamping, so officials stop hiding information behind them. But that's another ballgame.

Will be looking to address this in 2024. This is not a reasonable exception/exclusion. Reporters from a Delaware newspaper should have access via FOIA no matter where their personal residence. Unnecessary technicality. Also will explore other ways to improve FOIA framework.
