Our churches are an essential part of our communities and indeed our nation and they too have been impacted by Hurricane Melissa. The government has made an offer to support our churches in the clean-up efforts, but I’ve seen reports that do not accurately capture this support and I want to clarify what has been offered. The Government is carrying out a national cleanup exercise, with special focus on the five parishes most affected. As part of this effort, $75 million has been set aside to help churches clean up their properties, specifically to remove debris and clear damaged areas so they can begin rebuilding. This funding is not for reconstruction. It is to assist churches that have suffered damage, such as collapsed roofs and walls, and need support to clear debris before repairs can start. Churches can access this support after an assessment by the relevant State agency by contacting their local office. As in past disasters, the Government is also working with church groups to put arrangements in place for affordable financing to assist with reconstruction.

Today, in addition to the treat for kids, families received storage buckets for potable water, something that becomes critical when electricity is out and regular supply is disrupted. These five-gallon containers allow people to safely store water for drinking, cooking, bathing, and hygiene, reducing waste and making distribution more efficient. This initiative reflects the kind of practical support communities need right now. Through the partnership between the National Water Commission and Yello, clean water and sanitized, reusable containers are reaching people who need them most, especially in areas still feeling the effects of disruption. Our focus remains restoring normalcy as quickly as possible, but until then, we will continue to support communities with solutions that make daily life safer and more manageable. I commend Yello and the NWC for this excellent initiative.

The international community has shown strong support for Jamaica. On December 1, 2025, the IMF, World Bank Group, IDB, CAF, and the Caribbean Development Bank announced a coordinated three-year financing package of up to US$6.7 billion to help Jamaica recover, rebuild, and strengthen long-term resilience. Before this announcement, Jamaica had already activated its multi-layered disaster risk financing system, built through years of disciplined planning, which allowed for an immediate response after Hurricane Melissa. We accessed J$5.3 billion from the Contingencies Fund and J$1 billion from the National Natural Disaster Reserve Fund. Jamaica received US$91 million from CCRIF, US$150 million from the catastrophe bond, and had rapid-response financing available through the IDB and World Bank, totaling roughly US$662 million in early liquidity. This level of readiness reflects responsible governance and strong national preparedness. While the damage from Hurricane Melissa is unprecedented and requires additional resources, Jamaica has shown that we are organized, proactive, and ready to rebuild a more resilient nation.

This Government does not marginalize, discriminate against, or isolate any member of Parliament. Our impartiality was evident in the aftermath of Hurricane Beryl and as we navigated the COVID-19 pandemic. Aid distribution is not political, every Jamaican is entitled to assistance, regardless of constituency. We are committed to reaching all affected communities. Logistical challenges may delay access, but there has been no attempt to politicize relief efforts. Our priority remains the welfare of all Jamaicans.

The Government of Jamaica, through the Ministry of Culture, Gender, Entertainment and Sport, has launched the “I Love Jamaica” fundraising concert series, a global initiative to raise US$1 million for the Hurricane Melissa Relief Fund. The series will include a telethon and virtual concert on Sunday, November 16, broadcast live from the CPTC studios between 3:30 p.m. and 10:30 p.m. Performers will include Chris Martin, Masicka, and several others, with additional artists to be announced. Concerts are also being organized across the diaspora. Both Jamaican and international artists have pledged their support, alongside prominent personalities who will help drive donations and pledges. Notably, Chris Gayle will partner with the CPL to champion overseas fundraising efforts.
