The creation of the Department of Justice in 1870 is framed as transferring ongoing martial-law legal functions from the military to the executive branch. The 14th turned Americans into federal “U.S. citizens” (debt slaves) and stripped state sovereignty. In 1871, the Act of 1871 (“An Act to Provide a Government for the District of Columbia”) created the District of Columbia as a separate municipal corporation — a “sovereign city-state” body corporate — with its own governor (initially presidential appointee), legislature, and powers, all ultimately controlled by Congress and the President via the U.S. Treasury. U.S. Code § 3002(15) later defines “United States” as “a Federal corporation,” reinforcing the corporate overlay. Morgan“rescued” the U.S. with $60 million in gold in 1895, taking control of U.S. debt in the process. Executive orders during declared national emergencies (Insurrection Act, Civil War, Reconstruction) granted presidents unilateral power as Commander-in-Chief, expanding federal authority over states and citizens — a template that persists today.
