Tensions over slavery, states’ rights, and high protective tariffs (harming the agricultural South) escalated after Lincoln’s 1860 election, leading to Southern secession and the formation of the Confederacy in early 1861. The North viewed the South as insurrectionists under the Insurrection Act of 1807. Debt exploded due to the war: from ~$65 million in 1860 to over $2.68 billion by 1865. To finance it, Lincoln appointed Salmon P. Chase (a man the text notes had no prior finance experience) as Treasury Secretary in March 1861. Chase orchestrated the issuance of “greenbacks” — non-gold-backed Demand Notes authorized in July 1861 — and the National Banking Acts of 1863/1864, creating a national currency and the Office of the Comptroller of the Currency, which centralized monetary control under the executive branch. Executive Order 1 (signed February 14, 1862 by Secretary of War Edwin Stanton on Lincoln’s order) is presented as the formal mechanism to establish direct federal/military rule over “political prisoners” and the rebellious states. Lincoln’s General War Order 1 and the Lieber Code (April 1863) codified martial law nationwide: suspension of civil and criminal law, substitution of military authority, seizure of public property and revenues, forced oaths of allegiance, and the ability to alter domestic relations “until the conquest is made complete.” Multiple proclamations suspended habeas corpus (1861–1864). The creation of the Department of Justice in 1870 is framed as transferring ongoing martial-law legal functions from the military to the executive branch. Fraudulent 14th amendment Southern states were placed under military Reconstruction Acts (1867), their gov’s overthrown, and new puppet legislatures forced to ratify new amendments. 23 senators were unlawfully excluded to secure congressional passage; multiple states rejected or rescinded ratification, yet it was declared valid. The 14th turned Americans into federal “U.S. citizens” (debt slaves) and stripped state sovereignty. In 1871, the Act of 1871 (“An Act to Provide a Government for the District of Columbia”) created the District of Columbia as a separate municipal corporation — a “sovereign city-state” body corporate — with its own governor (initially presidential appointee), legislature, and powers, all ultimately controlled by Congress and the President via the U.S. Treasury. U.S. Code § 3002(15) later defines “United States” as “a Federal corporation,” reinforcing the corporate overlay. Bank runs and engineered panics by powerful financiers repeatedly created scarcity: the 1893 panic nearly bankrupted the Treasury (gold reserves fell to $9 million); J.P. Morgan“rescued” the U.S. with $60 million in gold in 1895, taking control of U.S. debt in the process. Another panic in 1907 (allegedly orchestrated) paved the way for the Federal Reserve Act of 1913, which handed control of the nation’s currency and gold/silver reserves to a private banking cartel. Opponents of the Fed allegedly died on the Titanic (which Morgan owned and canceled his ticket for). These bankers funded both sides of conflicts, created debt through war and tariffs, then positioned themselves as the solution, ultimately owning the U.S. government’s debt and monetary system. Executive orders during declared national emergencies (Insurrection Act, Civil War, Reconstruction) granted presidents unilateral power as Commander-in-Chief, expanding federal authority over states and citizens — a template that persists today.
