Montenegro’s place inside the EU is now taking shape.
Today, Member States decided to start drafting Montenegro’s EU Accession Treaty.
This is a major step on the path to EU membership, a clear recognition of Montenegro’s progress, and an encouragement to accelerate reforms.
It also offers a chance to draw lessons from past enlargements and include new and stronger safeguards in future accession treaties to prevent backsliding on the rule of law and fundamental values.

Most cases go unreported. Most perpetrators are known to the child.
Over one in ten internet-using children in Montenegro aged 12-17 (11%) has experienced sexual exploitation or abuse involving digital technologies in just 1 year.
Action is needed now:
➡️ Prevention: change harmful beliefs that normalize violence & keep victims silent
➡️ Protection: safer platforms
➡️ Response: coordinated, child-centred support.

Stronger coordination. Greater coherence. Impact at scale. The reformed Resident Coordinator system is working with governments at local level to translate these objectives into results, implementing the 2030 Agenda in over 160 countries.
Shared with Member States visible impact of these reforms and measures taken to recalibrate the system, 8 years in — their leadership remains vital to consolidate gains made.

Importance of inclusive education cannot be underestimated. According to Philippe Aghion, 2025 Nobel Memorial Prize in Economic Sciences, innovation and growth can only thrive if societies build strong institutions, incl. universal education. No talent should be left behind.
