It's true that Prop. 13 protects all property from out of control taxes but the definition of ownership that Steyer calls a "scam" here was created by the legislature. It's not in Prop. 13. They could change it tomorrow but wont so they can blame Prop. 13 and push for split roll.

JUST IN: New lawsuit filed to block SB 1137 - the California law that requires oil wells be at least 3,200 ft away from certain locations including schools, homes, and hospitals. NARO-CA, the California chapter of the National Association of Royalty Owners, is joining with Pacific Legal Foundation to announce this lawsuit. NARO-CA argues SB 1137 violates the Constituonal rights of private property owners and hurts California’s oil economy. “This is a national emergency,” said Ed Hazard of NARO as he spoke about the state’s oil situation amid anticipated oil refinery closures. Assemblymember Stan Ellis (R-Bakersfield) is among those backing this lawsuit.
