The FBS playoffs should do what the FCS does:
An actual 24 team playoff.
10 Conference Champs (autobids) + 14 at-large bids. Top 8 teams get 1st rd byes. 1st round is 9v24, 10v23, 11v22 etc. Higher seeds host all games through the semis. Champ. game is played at neutral site.
