You misunderstand the entire message of the movie. He's not pushing what you claim. He's showing people that there are consequences when the governments abrogate their responsibility to protect the people.
He's showing humanity how that responsibility transfers to the people once governments have gone astray. If anyone should be mad about this movie, it should be governments around the world.
