When a Baltimore health inspector visited the Royal Farms in the Patterson Park neighborhood in December, they reported seeing rodent droppings under shelves, gnats swarming the coffee station and “approximately 3-4” mice running through the store, according to two public inspection reports. The inspector ordered the store closed. The next day, a Baltimore City Health Department follow-up report stated that “the facility has corrected all violations on the previous report and [was] instructed to reopen.” A Baltimore Sun analysis found that eateries closed by the Health Department because of rat, mice, cockroach and gnat infestations are now reopening more than twice as quickly as they did five years ago — even as repeat infestations remain common at some businesses, raising questions about whether such reopenings are solving the underlying problem or simply restarting the cycle.
