Excellent analysis from @CarolMattey about the opportunities & challenges facing States as they implement the latest BEAD guidance. @ACAConnects is committed to working with the States and NTIA to bring this program across the finish line benton.org/blog/sky-falli…

Glad to hear @BrendanCarrFCC plans to use good cause exception. Many of the rules I identified in my comments in the docket should be eliminated immediately. No need for unnecessary rule making process for obsolete rules.
Matt Daneman@mdaneman

. @FCC chmn @BrendanCarrFCC at FCBA shindig: the good-cause exception to notice-and-comment rulemaking gonna be 'useful tool' as commish looks to deregulate. @Comm_Daily Also thinks agency has the authority to tackle b'cast ownership cap.

I’m really angry at you now, #United #1420. I’m in boarding group 2 & about 10 people ahead of me the gate agent said overheads were full, & everyone had to gate check their bags for IAD terminal pickup. now I’m on the plane & this is what I see in my row. ⁦@UnitedAirlines

#USF reform can’t get done in six weeks - Congress needs to act.”100% agree. ACP stakeholders may not fully appreciate that a rulemaking to change USF contributions system likely would take at least a year to complete & another year to actually implement. #INCOMPASPolicySummit
The Competitive Comms and AI Infrastructure Assoc.@INCOMPAS

INCOMPAS President Angie Kronenberg: We cannot rely on a USF reform effort to save the ACP. Funding for the program needs to happen now or else millions of Americans will lose access to this vital program.

“Failure to provide funding for #ACP is going to make my job harder. BEAD only provides money for capex - there are areas of the country where no ACP for opex is going to make it difficult for projects to pencil out.” ⁦#NTIA’s Evan Feinman ⁦@INCOMPAS⁩ Policy Summit.

@TedatPolicyband To be clear - I would be happy to be proven wrong, and to see all the states manage to get fiber everywhere. I just don’t see how that’s realistic for the locations that are super expensive to serve with fiber.

Broadband deployment expert @CarolMattey: "It’s highly unlikely that many states will be able to use their BEAD allocation to get fiber 100% everywhere. There are a lot of reasons for that, but can we at least agree with that basic point, and move on?" buff.ly/3TvGuhl

Only a few low-income households will be able to take advantage of the @FCC’s new $75/month Affordable Connectivity Program subsidy for #broadband. @CarolMattey/the-acp-high-cost-benefit-isnt-going-to-break-the-acp-bank-0e26df3bb68f" target="_blank" rel="nofollow noopener">medium.com/@CarolMattey/t…

@km_dewit @USCAnnenberg Really good data analysis - looking forward to future posts. Is there any data on ACP subscription rates for female head of households?

One solution under discussion is changing the income-based eligibility for the #ACP from 200% of the federal poverty line to 135%. This would result in 7.4 million fewer eligible households. See the data from @USCAnnenberg: arnicusc.org/the-future-of-…

Key point in @drewclark’s #broadbandbreakfast webinar on #fcc’s Affordable Connectivity Program: the importance of maintains trust in govt. When existing ACP households lose their benefit when funding exhausted - that will cause distrust of program in future.

@km_dewit 1. It's easy for anyone (FCC, USAC, state PUC) to check on whether a company is advertising service 2. FCC staff on occasion ask ETCs to explain their (lack of progress) on deployment. Making those outbound inquiries public (in the docket) would improve confidence in the process

Two addressable challenges I want to flag: 1. State PSU/PUC authority has waned in the last few decades (hi, state legislators, let's fix that) 2. The FCC needs to be a partner in enforcing funding requirements for awards it made.
