Oregon is overwhelmed by unsanctioned camping. The city of Portland has increasingly worked to confront it in a complex legal environment. We cannot take back the commons without judicial clarity as to the rights of cities. Sadly, this decision stands in the way of Portland's efforts at recovery without providing clarity on the city's powers. We cannot revive Portland when misguided state legislation ties our hands.
